A CONCURRENT RESOLUTION COMMENDING DR. ROOSEVELT CALBERT FOR HIS MANY CONTRIBUTIONS TO THE NATIONAL SCIENCE FOUNDATION AND TO THE EDUCATION OF MINORITY STUDENTS.

WHEREAS, as part of the National Science Foundation Diversity Workshop, sponsored by the Mississippi Education and Research Group, Jackson State University is hosting a luncheon in honor of Dr. Roosevelt Calbert for his many contributions to the National Science Foundation and to the education of minority students; and

WHEREAS, after receiving his B.S. degree at Jackson State University, Dr. Roosevelt Calbert received a Master of Arts for Teaching at the University of Michigan, and a master's and Ph.D. in plasma physics from the University of Kansas in 1969 and 1971, respectively; and

WHEREAS, in 1975, Dr. Roosevelt Calbert joined the National Science Foundation's Directorate for Science and Engineering Education; and

WHEREAS, Dr. Calbert has held many positions at the National Science Foundation, including a position as Senior Program Analyst, Office of Planning and Resources Management, Agency Representative for the White House Initiative on Historically Black Colleges and Universities, Program Director for several National Science Foundation initiatives, Section Head of Minority Programs, Deputy Director of the Division of Human Resource Development, and currently the Division Director of Human Resource Development; and

WHEREAS, prior to joining the foundation, Dr. Roosevelt Calbert was Director of the Cooperative Academic Planning (CAP) Program at the Institute for Services to Education, where he developed several monographs on curriculum change in black colleges, long-range academic planning and performance evaluation; and

WHEREAS, he has held faculty positions at Alcorn State University and Alabama State University, has presented more than 50 papers at professional association meetings and conferences and has published in professional journals; and

WHEREAS, in 1986, Dr. Roosevelt Calbert received a Presidential Citation Award from Jackson State University as an outstanding alumnus, and received the National Science Foundation Director's Equal Opportunity Achievement Award in 1986 for demonstrating an exceptionally high commitment to developing the research capabilities of young minority investigators and enhancing the scientific research capabilities of minority institutions; and

WHEREAS, he became a member of the Senior Executive Service in 1992 and received the Senior Executive Service Performance Award in 1994; and

WHEREAS, during his 24-year tenure at the foundation, Dr. Roosevelt Calbert collaborated to establish several minority-targeted programs for the science, engineering and mathematics education of minority groups and institutions that are under-represented in these fields; and

WHEREAS, these minority-targeted programs form an important part of the framework of the foundation's current efforts in the science and engineering research and education of minority students and faculty; and

WHEREAS, Dr. Roosevelt Calbert is a native of Philadelphia, Mississippi, and is married with four children and six grandchildren; and

WHEREAS, it is the policy of this Legislature to commend and recognize the exemplary service of its native citizens:

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend Dr. Roosevelt Calbert for his many contributions to the National Science Foundation and to the education of minority students.

BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Dr. Roosevelt Calbert and made available to the Capitol Press Corps.
